The authorities counted us to more easily control our movements within the country
Last week state structures whose terms of reference cover protection of society work in emergency regime: the conception of public security is being promptly rewritten, some recommendation for mass media appear, explaining how to cover a counter-terrorist operation (in any spot of Russia) etc. In general, everybody has what to do, including Ministry of Internal Affairs. The Ministry takes special measures to guarantee resistance to terrorism. This was reported by the head of the Ministry, Boris Gryzlov. According to him, in the Ministry, numerous operative sitting were carried out, some normative and directive documents were issued, devoted to prevention of possible terrorist acts.
These weekend, up to November 10, the minister said, the Moscow police will work in intensified regime. “Bandits try to terrorize Russian citizens all over the country, - Boris Gryzlov stated. – We have now the period when Russians have to protect the state integrity with their common efforts.”
The essence of the minister statement is: the state cannot guarantee our protection, and this is a fact which is hard to call in question. Though, the authorities cannot admit it, and they probably do not want to admit it. In his time, the US President George Bush officially said that, taking into account the character of the threat the US had faced (international terrorism), the state cannot guarantee security to its citizens. And, you know, US citizens understood their president. So, what hinders us from doing the same?
Apropos, according to information of Echo Moskvy radio, at the moment Federation Council is working at the law which would allow to control people’s movements within Russia. This was said Wednesday by Sergei Mironov. According to him, passing this law is necessary because of the recent events in Moscow Theatre Centre Nord Ost. The new law, Mironov said, should control movements both of Russians and foreigners within Russian territory and the work of mass media in emergency situations.
