Congress of the peoples of Chechnya targets society consolidation

"Consolidation of society" is the main goal of the congress of the peoples of Chechnya, due to be held on December 11, said Akhmar Zavgaev, Federation Council member for Chechnya. The congress "can be the first step towards a political settlement in the Chechen republic".

Representatives of all peoples residing in the territory of Chechnya will participate in the congress, stressed Zavgaev. "An official gathering of this kind will be held for the first time in 11 years", he noted.

Participants plan to set a date for the referendum on the adoption of a new Chechen constitution, discuss the current situation in the Chechen republic, as well as the problem of forced migrants, said the senator.

The congress participants will be representatives of all public and political organizations of Chechnya capable of working out a mechanism for the unification of all structures around the incumbent head of the Chechen administration Akhmad Kadyrov, reported Zavgaev. This has to be done in order to attain stabilization for the period until the election of head for Chechnya.

The congress will also discuss the formation of Chechen law-enforcement bodies. Senator Zavgaev reported that the congress delegates are going to consider a further system for the Chechen republic. "There are the two points of view - either a presidential, or parliamentary republic. Now most residents of Chechnya are for the presidential form of government", he noted.

"Those who are at one with militants and do not obey the Russian laws will not be allowed to the congress", said Akhmar Zavgaev.
