The Prosecutor's Office of Karachayevo-Cherkessia, an autonomous region in the Russian North Caucasus, has opened a judicial enquiry into the bus crash today on the mountain road from Karachayevsk to Kislovodsk, in which 4 died and 16 were hospitalized with injuries and concussions. Republican prosecutor Vladimir Gannochka told RIA Novosti after traveling to the accident scene that the prosecutors would institute proceedings against all persons that maintain traffic safety on the challenging stretch of the mountain pass. Among the implicated would be road workers who failed to respond to the storm warning of abrupt drop of temperature and heavy snowfalls issued by the Emergencies Ministry, he pointed out. Vagaries of the weather, including glazed frost, were the prime cause of the tragedy as the bus went into a skid and turned over, the prosecutor said.
