Blocking Twitter services in Russia is practically inevitable, as the administration of the microblogging company refuses to comply with instructions from Roskomnadzor  (Federal Agency for Supervision of Information Technologies and Communications) to remove illegal content, Maxim Ksenzov, deputy head of the department said.

Twitter works using https protocol that encrypts transmission of information about user requests to web pages of the site. In connection with this, technical system that block certain pages of the site can not recognize the encrypted traffic.

"Thus, blocking one single illegal tweet leaves all its audience without access to the resource, and legitimate users suffer," said Ksenzov.

"There is always a limit to disruptive interactions, for which the state can not nothing else, but protect the interests of the society. It just so happens that by refusing to fulfill legal requirements of government agencies, corporations set up their users," the deputy head of Roskomnadzor said.
