The US top's resolution to leave the 1972 ABM treaty did not come to Russia as a thunderbolt, says President Vladimir Putin. The US Administration had mentioned the upcoming move on many previous occasions, and the treaty grants each of its signatories the right to quit in an extraordinary situation, Mr. Putin said in a televised address to the nation tonight. Russia thinks the United States is wrong to leave the treaty. Moscow has heard many calls from Washington to quit the treaty together but, contrarily, has done its best to preserve the instrument. President Putin considers his country's stance correct and well-grounded, as he did before, he said emphatically.
