Russia's eastern regions host a command-and-staff exercise led by General of the Army Anatoly Kvashnin, who heads the General Staff of Russia's Armed Forces, reported the press service of the Siberian Military District.
During the first stage of the exercise, the top brass will assess the staff's competence in liquidating the consequences of natural calamities.
During the second stage, the troops will drill ways of handling emergency situations in the framework of combating criminal groups. The top brass will also test the troops' readiness for territorial and local defence.
The number of participants in the exercise is over 6,000 servicemen. The exercise ends on July 6.
The choice of the city of Helsinki is not incidental as the capital of Finland had hosted US-Soviet negotiations on the limitation of nuclear stockpiles in 1969
