Russia Offers To Set Up Informal Information Structure Of Oil Exporting Countries Non-Members Of OPEC

Russian Energy Minister Igor Yusufov and his Mexican counterpart Ernesto Martens discussed Monday possible cooperation between Russia and Mexico in fuel and energy sector. The Russian Energy Ministry reported that Martens told about oil and gas industries in Mexico and propose the Russian side to take part in prospecting and developing Mexican oil-and-gas deposits. The Russian minister supported the proposal. In the course of the meeting the two ministers also considered closer cooperation between Russia and Mexico to stabilise the situation in the world oil markets. Igor Yusufov offered to set up a self-styled "third-core" structure comprising oil exporting countries non-members of the OPEC. According to the Russian minister, this can be an informal structure whose activity will affect stabilisation of the world oil markets. Ernesto Martens viewed Yusufov's offer with great interest. The Mexican energy minister noted that on Tuesday he will meet his Norwegian counterpart to discuss the Russian offer. Russia, Mexico and Norway are major oil exporters non-members of the OPEC.
