The Russian minister supported the proposal. In the course of the meeting the two ministers also considered closer cooperation between Russia and Mexico to stabilise the situation in the world oil markets. Igor Yusufov offered to set up a self-styled "third-core" structure comprising oil exporting countries non-members of the OPEC. The Mexican energy minister noted that on Tuesday he will meet his Norwegian counterpart to discuss the Russian offer. Russia, Mexico and Norway are major oil exporters non-members of the OPEC.
