Ukraine Contributed USD 30 Billion to Economies of Other Countries

According to the statement made at the Electronic World forum in Moscow by Mikhail Labunov, First Deputy Chairman of the State Committee for Communications and Information of Ukraine, that country, since it became independent after the collapse of the USSR, has contributed USD 30 billion to the economies of other countries throughout the world. The contribution was, however, indirect, through the activities of Ukrainian information and communication professionals who migrated elsewhere over the years. Mr. Labunov further said, 'Now Ukraine is forced to raise the matter of the necessity to support countries-intellectual donors on intergovernmental level'.

According to Mr. Labunov, at this time, the condition of informational and communications technologies in Ukraine is very poor. An average citizen of Ukraine spends USD 12 annually on informational and communicational products, while in other countries this figure is incredibly greater. Only 10% of all IT products used in Ukraine are of domestic origin, 90% produced elsewhere, including Russia.

The government of Ukraine contemplates a federal programme to be entitled Electronic Ukraine such as the Electronic Russia programme. It will provide for the increased financing of the computerization of Ukrainian Schools.

Besides, the first phase of the Electronic Government project should become operational late in 2002 or early in 2003 to allow people learning about laws and legal acts in force in the country. Mikhail Labunov admitted that no high level of development in information technologies could be achieved in Ukraine any time soon due to the low incomes of both the state and its citizens.
