Bill On Self-Regulating Organizations Prepared

The text of the bill on self-regulating organizations has been prepared, and it is being decided now whether it will be submitted to the Duma as a government bill or as a bill initiated by deputies, Duma Property Committee Chairman Viktor Pleskachevsky said in an interview with RBC. "There is a text of the bill now, and the problem is who will submit it," he pointed out. According to the deputy, if the bill is submitted by deputies, the process of the submission will be rather fast, but the consideration may be long. If it is submitted as a government bill, the submission will take 2-3 months, but the consideration may go faster. According to the deputy, the question of the submission of this bill will be resolved in the middle of January 2002. Pleskachevsky pointed out that in accordance with the bill on licensing of certain kinds of operations, coming into force beginning February 11, 2002, self-regulated organizations would not have to obtain licenses for their work. The text of the bill on self-regulating organizations takes this fact into account, the deputy underlined. He added that the concept of the bill causes practically no disagreements. "This concept has few qualified opponents now. The need for a mechanism for self-regulation is high, moreover there is such a need in various spheres, including such closed ones as notaries and lawyers," the deputy remarked.
