Russian leader Vladimir Putin has submitted drafts of the federal laws on the organisation of state power in constituent members of Russia for consideration of State Duma (the lower house of parliament). This information was provided on Saturday by the press service of the head of the Russian state.
The explanatory note to the draft law "On Introducing Changes and Addenda to the Federal Law 'On the General Principles of the Organisation of Legislative (Representative) and Executive Bodies of State Power in Constituent Members of the Russian Federation'" says in particular that the document is supposed to ensure coordination and consistency of legislative norms pertaining to the status of the bodies of state authority of the constituent members of Russia. The law will have a new chapter regulating the powers of the bodies of state authority of constituent members and their relations with the federal bodies.
The explanatory note to the draft of the federal law "On General Principles of the Organisation of Local Self-Government in the Russian Federation" says that the practice of its application revealed a number of problems hindering the efficient functioning of the system of local self-government. The total volume of the necessary changes and addenda to the applicable law demands in fact its adoption in a new wording. The draft law is aimed at solving the problems which hamper the efficient functioning of the system of the local self-government, its development and bringing the system of the local self-government to accord with the Constitution.
The draft law determines the procedure of transferring separate state powers to the bodies of the local self-government, which excludes the appearance of non-financed mandates and envisages the necessary measures, including the responsibility of the bodies of the local self-government for the efficient fulfillment of the powers.
