Russian president Vladimir Putin believes that the power division between the centre and the federation members "are directly linked with the country's integrity and equal rights provision to all citizens". The head of state said as much at a gala Kremlin reception devoted to the Day of Constitution. According to Putin, it is in no way appropriate that officials still often make their personal decisions or resort to arbitrariness in case no law can be applied. It is also inadmissible that the norms of the federation members, municipal and departmental instructions violate political, social and property rights of the citizens. The president appealed to those whose direct responsibility is to observe constitutional provisions, they are the judges' community, law-enforcers and staffers of all power and management bodies. Their task is to uphold the rights of the citizens, their dignity which is declared by the Constitution and protected by the state, the president emphasised. He also stressed that these people's activities will determine the citizens' faith in the efficiency of power, and mutual respect between the government and citizens.
