Prior to the meeting with the Congress's delegates, Vladimir Putin accompanied by Mintimer Shaimiyev, the President of Tatarstan (an autonomous constituent member of the Russian Federation) visited the Kremlin of Kazan. Shaimiyev told Putin about the reconstruction progress, the history of the Annunciation Cathedral and the recently built Kul Sharif mosque.
