Federal Assembly Chairman outlines necessity to reinforce Russian defensive capacity

The Federal Assembly (Russian Parliament's Upper Chamber) Chairman Sergei Mironov outlined the necessity to reinforce Russian defensive capacity. This was disclosed by him on Wednesday, while speaking with the deputies of the Khabarovsk region (Far East) legislative Duma.

"Russia does not intend to start war with other countries, but it can not afford being unarmed in a complicated world," the Federal Assembly Speaker stressed.

In order to limit the aggression in some regions, the presence of the armed forces is highly essential, he disclosed to a RIA Novosti correspondent in the course of the press-conference. For instance, it is essential for the protection of the world ocean margins, for combat duty, and for the elimination of piracy in our waters, the Speaker said.

"It will be a right thing to do if the gun-powder is kept dry, and the armoured train is kept on a side track," he stressed
