A conference of CIS emergencies ministers will be held in the latter half of October in Moscow. The conference will discuss coordination of cooperation in rendering humanitarian aid in connection with the aggravation of the situation in Afghanistan, a spokesman at the Moscow division of the CIS executive committee said on Monday. According to the operative data of Russian secret services, about 120,000 refuges have accumulated in Afghanistan's northern provinces. There are about 12,000 refugees on the islands of the Pandj river on the Tajik-Afghan border. Russia has already sent as humanitarian aid to refugees in Afghanistan's northern provinces over 65 tons of food, about 200 tents and over 2,000 sets of warm clothes. The Russian government has allocated about $4 million for the purchase and delivery of humanitarian cargoes to Afghanistan.
The choice of the city of Helsinki is not incidental as the capital of Finland had hosted US-Soviet negotiations on the limitation of nuclear stockpiles in 1969
