Another 12, as has been found out, were out of town on the night of the explosion. The remaining residents have been evacuated from the building.

The rescuers say there is no evidence that this was a terrorist attack and presume gas explosion. However, neighbours say they smelled cordite. A criminal investigation has been initiated.

On December 10, 1948 the Universal Declaration of Human Rights was adopted by the United Nations General Assembly, its thirty articles enshrining basic and fundamental rights guaranteeing dignity of the human person and equality for all, regardless of race, color, creed or gender. A pipe dream?
