The political leaders of 17 countries in Central and Eastern Europe view the struggle against international terrorism "as the war of humankind against barbarity, not as a war between different religions and cultures". This is said in a declaration, adopted on Tuesday by participants in the Warsaw conference on the fight against international terrorism. The declaration says that these countries are joining hands in the struggle against terrorism irrespective of the time which it may take". The declaration also intends cooperation in the area of information, migration survey and control. The conference also adopted a plan of action, envisaging concrete steps to be taken to oppose international terrorism. One the steps to be taken is international monitoring of financial flows. Russia and the United States were attending the conference as observers.
