According to Dr. Abdullah Abdullo, foreign minister of the Islamic state of Afghanistan, the Northern Alliance leaders made such a conclusion stemming from the fact that they got a warning from the U.S. side not to provide their aircraft with flying permission. In his turn, the minister recommended Kabul residents to keep away from the Taliban military bases. The BBC indicates that the fact that U.S. Secretary of Defense Donald Rumsfeld plans to hold a briefing on the day off between 9:00 p.m. and 10:00 p.m., Moscow time, testifies to the gravity of the situation.
