Putin Freezes Terrorists' Money Kept in Russia

Russian President Putin signed a decree obligating all Russian institutions to honour the resolution of the UN Security Council concerning bank arrest of all finances related to bin Laden, Al-Qaeda and the Taliban movement. The decree says that all governmental institutions, industrial, commercial, financial or transportation companies, banks and any other organisations and persons in the Russian Federation should 'base their activity on the resolution of the UN Security Council that has ordered bank arrest on all monetary, financial and economic assets of Osama bi Laden, Al-Qaeda organisation and Taliban movement.' The decree also freezes all the financial and economic assets of any related to them individuals, groups of individuals of organisations, including the income received from the assets that are directly or indirectly controlled by them or on their behalf; no such assets, whether monetary, financial or economic, can be used directly or indirectly in their interests by any Russian citizen or any other person on the territory of the Russian Federation. The decree denies entry to or transit through the Russian territory to any person related to Al-Qaeda or Taliban, 'except in the cases of Russian citizens or when such entry or transit is necessary for court trials and is approved of by the UN Security Council.' The decree outlaws any sale or attempt of sale or transfer by Russian or other nationals on the Russian territory or elsewhere with he use of Russian boats or planes displaying the Russian State attributes of and products, goods, spare parts, technologies or consulting or other services that can be used for military purposes to any person or organisation related to bin Laden, Al-Qaeda or Taliban.
