The Russian president proposed that the international community create a legal system in order to quickly and adequately meet the challenges issued by terrorism. Vladimir Putin made this proposal in Shanghai, answering the questions of the participants in the APEC business summit. The national legislation of many countries does not have "a clear-cut" definition of terrorism. This does not allow them to give a quick and adequate reply to terrorists. "We should jointly create such a system," said Putin. In his words, the leaders of many countries share this viewpoint. The lack of relevant legal instruments creates a legal vacuum, "which terrorists will use, trying to mislead the world community", in particular, "hiding behind the backs of peaceful civilians," stressed Putin. Terrorists are "very inventive and can adapt to new conditions", noted Putin.
