Upgrading Russia-NATO relations from the 19 plus 1 format to that of 20 will be discussed with NATO's Secretary-General George Robertson in Moscow, an informed source in the Russian capital told RIA Novosti. The NATO Secretary-General arrives in Moscow on Thursday. "We want to work out and adopt joint decisions for which we will bear joint responsibility," the source said. According to him, decisions will concern wider issues of security, rather than defence matters.
