Kiev resorts to blackmail

Ukraine might suspend its participation in the United economic environment of the Four - Russia, Ukraine, Kazakhstan and Belarus.

On October 21 Ukrainian President Leonid Kuchma signed a decree that contains a provision on the following: Ukraine, in case Russia starts building a dam on its territory, intends to inform Russia of the suspension of its participation in the United economic environment, Ukrainian people's deputies who'd familiarized themselves with the President's decree on Thursday told journalists.

In case the construction of the Russian dam continues, Ukraine will turn for protection to international organizations, including NATO and the UN international court, to nuclear states-guarantors of Ukraine's sovereignty, the decree says.

The Ukrainian Foreign Ministry, in case the dam's construction does not stop, is instructed to declare the corresponding part of the Strait of Kerch and the Sea of Azov internal waters of Ukraine.
