Head Of New Afghan Administration Arrives In Kabul

Prominent Pashtu leader Hamid Karzai, elected the head of the new interim Afghan administration in Bonn, arrived in Kabul from Kandahar on Wednesday for the preparations of the passing over the power to him from the President of the Islamic State of Afghanistan Burhanuddin Rabbani. Karzai will discuss the formation of a special council of 21 persons which has to prepare the convening, in six months, of the extraordinary Loya Jirgah, a traditional assembly of people's representatives, leaders of political parties, movements and ethnic groups, the tribes' elders and field commanders. This extraordinary Loya Jirgah will have to form a new government for a period of two years. Meanwhile, Burhanuddin Rabbani on Wednesday criticised the Bonn forum under the aegis of the United Nations and qualified its results and a new interim government "as the decision imposed by the West." However, he expressed the hope that "this will be the last case of foreign interference into the internal affairs of Afghanistan" and agreed to pass over the power to a new administration with which he intends to cooperate.
