According to the statement of a high-ranking OSCE secretariat official in Vienna, an article on how to efficiently stand against the Chechen terrorists must be urgently added to the "Charter on the fight against terrorism and extremism" to be adopted during the meeting of the Council of Ministers of the countries-members of the OSCE in Porto (Portugal) on December 4-5 this year.
