Is US military presence in Central Asia temporary?

The United States assures that it has no intention of creating permanent military bases on the territory of Central Asia, says a document prepared by the US State Department's Office of Central Asian Affairs, which was released by the American embassy in Kirghizia on Monday.

At the same time, stresses the document, the USA intends to follow the road of establishing long-term relations in the sphere or security and on issues of access to military bases.

The American leadership believes that so long as the operations continue in Afghanistan, the level of the United States' military presence in the region will, in all probability, remain unchanged."

The discovery of the submarine has unveiled a few "inconsistencies." For example, how can one explain the fact that the sub was found where it needed to be searched for from the start?
