Leaders George W.Bush of the United States, Tony Blair of the United Kingdom and Jacques Chirac of France sent messages to Yugoslavia's President Vojislav Kostunica. They ask Kosovo Serbians to participate in the parliamentary election scheduled in Kosovo for November 17. In these messages the Western leaders declared their unwillingness of "power in Kosovo be kept exclusively by Albanians". Serbian participation in the November election will be considered on Friday at the negotiations in Belgrade with Hans Haekkerup, in charge of the United Nations' civilian Kosovo mission, and Vojislav Costunica, President of the Federal Republic of Yugoslavia. Yugoslav Foreign Minister Goran Svislanovic said that the ruling coalition of Yugoslavia, the Democratic Opposition of Serbia, will pass a decision on this question before the weekend and "it should be positive". Meanwhile, the mass media of Kosovo and Albanian politicians are directly or not calling on Kosovo Serbians to boycott these parliamentary elections.
