The leadership of Yugoslavia and the head of the U.N. Mission in Kosovo, Hans Haekkerup, have signed a joint document confirming that the provisional government of Kosovo, to be formed after the November 17 parliamentary election, will not have the right to declare the region's independence. This statement was made by Haekkerup at a press conference in Kosovo's capital Pristina after his trip to Belgrade. According to the head of the U.N. mission, a working group, formed from representatives of Yugoslav authorities and the U.N. mission, will not be entitled to make decisions on Kosovo's future status, either. Haekkerup praised Yugoslavia's democratic authorities for their approach to cooperation with the U.N. mission. He said this will have a positive effect for all ethnic groups in Kosovo.
