Russia's Security Council Secretary Vladimir Rushailo Arrives In Kiev

Russia's Security Council Secretary Vladimir Rushailo has arrived in Kiev. The heads of the Russian and Ukrainian security councils will announce on Saturday in Kiev the findings of the two state commissions that investigated the causes of a Tu-154 air disaster, which occurred over the Black Sea on October 4 when the airliner was downed by a Ukrainian anti-aircraft missile. The Ukrainian side, however, is not hastening to assume full responsibility for the tragedy. Yevgeny Marchuk, secretary of Ukraine's Security Council, said that Kiev would send the findings to the International Civil Aviation Organization for "independent investigation".
