Heads of state to adopt 8 documents on results of CIS summit in Chisinau

The heads of state are expected to adopt eight documents on the results of the CIS summit in Chisinau. RIA Novosti has received information on drafts of major documents submitted to the Council of the CIS Heads of State for consideration.

Specifically, the document on measures to further raise the efficiency of the CIS bodies' operation and optimise their structure is expected to be passed. This includes additional measures to improve the implementation of documents adopted within the CIS framework and raise the efficiency of the CIS bodies' activities. The document also envisages a new number of personnel of the CIS bodies financed from the budgets of the member-states. Since January 1, 2003 it is supposed to equal 555, a reduction of 23.3 percent on the whole.

The draft of another document stipulates that the governments of the CIS member-states will take measures to complete intrastate procedures to enact the agreement on establishing a free-trade zone, the protocol thereto, and other documents in this sphere; to prepare and pass documents required for full legal provision of the implementation of the agreement on establishing a free-trade zone, as well as the transfer of levying implicit taxes from the "country of origin" principle to the "country of destination" principle. The CIS Economic Council is also expected to be instructed to provide for the development of the mechanism for regulating economic relations in the free-trade zone and the plan of organisational measures to implement the following tasks: promotion of competitive products, development of measures to reduce transportation costs, co-ordination of the strategy of cooperation in the currency sphere, development of joint programme of technical re-armament of economic branches of the CIS countries for the period till 2015.

The next document of the Council of the CIS Heads of State relates to the implementation of the decision on directing observers to the parliamentary elections in Ukraine of November 30, 2001. Moreover, it envisages that the heads of state will also take into consideration the conclusions of the CIS observers at the parliamentary elections in Ukraine on March 31, 2002. The leaders are expected to approve the practice of directing observers to elections in CIS countries on their invitation.

The next draft document relates to directing CIS observers to presidential election in Armenia and the election of the National Assembly of that country. Armenia deems it expedient that CIS observers should take part in the forthcoming presidential election in the republic scheduled for February 19, 2003 and the election of the National Assembly scheduled for May 25, 2003. Armenia also propose to empower the CIS Executive Committee with coordination of the activities of CIS observers.

Participants in the summit are also expected to approve the interstate programme of joint actions to combat crime for 2003-2004. The programme sets a complex of measures to further develop cooperation of the CIS member-states in combating crime, first of all organised crime, international terrorism and other manifestations of extremism.

The next document deals with the concept of cooperation between the CIS member-states in counteracting the illegal trafficking of narcotic drugs and psychotogens. The draft concept stipulates the principles, tasks, guidelines, forms and system for provision of cooperation, a concerted strategy of joint measures to counteract the illegal trafficking of narcotic drugs, psychotogens and precursors (substances used in drug manufacture), as well as drug addiction.

Yet another document envisages the establishment of an anti-terrorist centre of the CIS member-states for Central Asia in Bishkek and increasing the centre's personnel by 10.

Moreover, the heads of state are expected to adopt the programme of upgrading cooperation between the CIS member-states in the border sphere. The programme stipulates measures to upgrade interaction in protection of the state borders, including the staging of joint command and staff and tactical exercises of regional directorates, groups of troops and formations of border departments, armed forces and other military formations involved in protection of borders of the CIS member-states and guarding the adjacent border sections.
