Deputy Head of the Federal Air Transport Agency, Oleg Storchevoy, sent an official letter to the Security Council of the Netherlands. In the letter, he expressed disagreement with the results of investigation into the crash of Boeing-777 in Ukraine on 17 July 2014.
According to the official, even if one assumes that it was a Buk missile that shot down the Boeing, the characteristics of the fragments provided in the report do not correspond to the characteristics of submunitions of 9N314M warhead. Oleg Storchevoy referred to the results of full-scale experiments and research works conducted by Russian experts.
According to them, the fragments that appear as evidence in the report of the Dutch side could not belong to the warhead of a Buk missile. This was confirmed by chemical analysis of the composition of the materials of warhead 9N314M submunitions.
Experts with the Russian Aviation Agency (Rosaviation) also found a discrepancy in the algorithm of the remote radio fuse of 9M38 SAM Buk with the conditions of the destruction of the aircraft. The letter also indicated that the proposed zone of the missile launch contradicted to technical characteristics of the missile.
In addition, Storchevoy wrote that the International Commission responsible for the investigation failed to fully disclose Ukraine's responsibility for keeping its airspace open in the area of the military conflict.
"The Ukrainian authorities deliberately concealed or misrepresented real threats to the safety of civil aviation flights. Since the beginning of the armed conflict in April and before Flight MH17 disaster in July 2014, the Ukrainian government has never published official information in the form of NOTAM that would clearly, as required by international standards, indicate the threats to civil aviation safety associated with the use of different types of weapons in the region due to the armed conflict," the letter said.
Boeing 777-200ER passenger aircraft of Malaysian Airlines crashed on July 17, 2014 in the Donetsk region, killing all 283 passengers and 15 crew members - citizens of ten countries.
"If the air space in the zone of combat operations on the territory of Ukraine had been closed from the ground level without any restrictions in altitudes, the accident would not have happened," experts with advisory and analytical agency Flight Safety earlier said.
According to The Daily Mail, a former senior security official said that both Western intelligence and the Americans know all the details about the disaster. Yet, the US does not disclose this information because the Americans need to use it for their own purposes.
