Details:

Vladimir Putin's sudden arrival to the capital of Ingushetia Magas on June 22 was quite unexpected for plenipotentiary Vladimir Yakovlev. The latter finished his meeting with militants around 5:30 pm MSK and was about to head for Vladikavkaz to fly to Rostov-na-Donu. After about three kilometers,  his cortege suddenly turned around and headed back. In Magas, yakovlev entered the FSB building.

Nobody knew exactly what was happening. No one witnessed Putin’s arrival to Magas. “He simply fell from the sky,” people commented. Putin held a meeting for 40 minutes; afterwards, got in Yakovlev’s car and rushed to an airport in the town of Beslan.

Putin's departure, in contrast, was “public”. President refrained from making any comments to journalists. Only president’s press-service was allowed to videotape the event.
