Commissioner for European Neighbourhood Policy and Enlargement Negotiations Johannes Hahn stated that the EU would not be able to pay for Ukraine eternally. "For Europe, the need to constantly finance some country is unacceptable," the official said. The Commissioner said that despite the "war" in the south-east of Ukraine, the Kiev government must "resolve the conflict and take measures to overcome the economic crisis."

"The Europeans have clearly said that they are short of money. They have plenty of problems to deal with, such as Greece and so on. Yet, it is the United States that shows influence on Ukraine in the first place. If Ukraine starts receiving weapons from other countries, the US will be the first to ship them."
