Ukraine: Constitution or death

Another soldier of the National Guard of Ukraine has died as a result of yesterday's riots near the building of the Verkhovna Rada in Kiev. The soldier, Dmitry Slastikov, was either shot or wounded with a fragment of a grenade. Thus, most recent riots in Kiev have claimed the lives of two men  both of them soldiers.

The riots were caused by new amendments to the Constitution of Ukraine, which the Parliament agreed to pass on Monday, August 31st. More than a half of Ukrainian MPs voted to grant autonomy and the right for local government to Luhansk and Donetsk.

Sergei Slobodchuk, Ukrainian political analyst:

"One of the amendments to the Constitution is about the special order of local governance. It states that the special procedure for local government on the territories of Donetsk and Lugansk regions will be governed by law. Yet, such a law had been adopted in the past. The Verkhovna Rada canceled most of the law. That is, the law that we have doesn't work.

What is President Poroshenko trying to achieve today?
 
Sergei Slobodchuk, Ukrainian political analyst:

"Poroshenko is also trying to take advantage of the situation. He wants the parliament to pass the amendments before offering his Western partners to conduct special elections to the Verkhovna Rada, because the latter does not want to pass the law about the special status. Should the Minsk Accord be observed, Russia, the USA and the EU will be forced to accept special elections with a view that the president will win the majority that will subsequently pass such a law."
