The first step in this direction is seemingly rather simple, although it turns out to be impossible in practice. It goes about the reform of the United Nations Organization.
Within the period of 15 years the reform of the UN has become one of the most favorite subjects to talk about for politicians, diplomats, scientists of politics and journalists. In general, the issue became popular for those people, who are fond of elevated conversations about brotherhood and partnership for all peoples of planet Earth.
Numerous discussions, summits, conferences and round-table discussions have yielded rather modest results. There is still no consent on either certain plans of the UN reform, or spheres of the UN's activity, from which the work to increase efficiency of the organization should be started.
There is nothing surprising about the fact that politicians, who are used to coordinating any reforms with power redistribution to their own benefit, paid their attention to the Security Council – the top agency of the United Nations Organization, which makes decisions to maintain peace and safety on Earth.
It was probably a correct idea. One should at first organize the decision-making process of an institution in order to increase its work efficiency afterwards. Taking account of the UN peculiarity, certain changes in the UN Security Council could be capable of improving the general legitimacy of the organization.
However, various plans to reform the Security Council have to deal with a powerful resistance in the society too. Two most important positions have been formed on this issue with their own proponents. Germany, the leader of the first group of states, stands for a larger number of constant Security Council's members, possessing the veto right. The leader of another group, the USA, wants the UN to obey its foreign policy.
Without making profound analysis of resolutions, programs and other documents of the ilk, we would like to pay attention to an internal contradiction, which can be seen in the standpoint of the USA.
The well-known American tradition, which has probably become a corner stone of the American state structure, is to argue over every single issue on the political agenda. Such disputes may lead to a compromise, which could be acceptable for all sides involved in the dispute. However, the inconsistent stance of the US political administration regarding the reform of the United Nations Organization on the whole and the Security Council in particular is simply staggering.
While the US Department of State is blocking reform plans suggested by Germany and its followers, the US Congress is developing a law, according to which the USA will have a right to impose sanctions against the UN for its unwillingness to reform itself. It is worth mentioning in this respect that sanctions are rather serious. The USA may halve its fees to the UN's budget. The United States is one of the largest financial donors of the organization. Despite all efforts taken by certain congressmen with Henry Hyde, the chairman of the international relations committee at the head, the law is not likely to become a part of reality. It seems that the USA values international cooperation now.
Global problems affect almost every nation in the world. Even most ambitious world leaders can't help understanding it. There is still a hope that the talks about the reform of the UN Security Council and the UN on the whole will be successful.
