China and Russia advocate dialogue, the U.S., more sanctions against Iran

41656.jpegChina and Russia insisted on Wednesday (15), that the UN Security Council needs to revive negotiations and diplomacy with Iran over its nuclear program. This attitude was shown by representatives from Beijing and Moscow respectively and Vitali Churkin and Xiaod Hu, speaking at a session devoted to the subject of sanctions imposed on the Persian country for advancing its project to develop a peaceful nuclear program.

The Chinese ambassador said that punitive measures are not solving the problem and argued that it is necessary to open the path of negotiations especially after Tehran declared its willingness to dialogue.

Also, the Russian representative proposed to reactivate the talks through the so-called May 1 Group, consisting of the permanent members of the Security Council (China, Russia, France, United Kingdom and United States) plus Germany.

In this session on Wednesday, the heads of American, British and French delegations insisted on attacks on Iran and called for the implementation of the new sanctions adopted with Resolution 1929 in the Council last June.

In her speech, the U.S. ambassador, Susan Rice, defended the view that the Iranians are determined to build a nuclear bomb and demanded further sanctions.

The other permanent members of UN agency (Brazil, Mexico, Turkey, Nigeria, Gabon, Bosnia-Herzegovina, Austria, Japan, Uganda and Lebanon) have not come forward at today's meeting.

In the session, information was presented in a report by the Japanese ambassador, Tsuneo Nishida, to the committee established by the Council adopting Resolution 1737 in December 2006.

That document was the first set of sanctions imposed by that body on Tehran and was followed by similar packages adopted by resolutions 1747, 2007, 1803 of the same month of 2008 and the latest, resolution 1929 of June 2010.

In his report, Nishida indicated that the working group only received reports from 36 countries (of which 192 are part of the UN) on the implementation of the resolution of June 9. The diplomat lamented the lack of response in this direction and noted that this information helps to implement the measures imposed on Iran.

He also confirmed that the panel of eight experts established by Resolution 1929 to advise and monitor for the committee was not yet formed.
