Europeans cast ballots to decorate their parliament

The citizens of all 27 members of the European Union went to the polls to elect the deputies of the European Parliament on June 7. The parliament seems to be just a decoration against the background of the European Commission, which makes the most important decisions on the continent. Nevertheless, the European Parliament exerts a considerable influence on the EU policies, including the EU’s cooperation with Russia.

The elections of the European Parliament take place every five years. Each European nation has its own quota in the agency, depending on the population size. Germany has the largest quota – 99 seats, Malta has the smallest one – five seats. There are 785 deputies in the parliament in total.

The European Parliament may seem to be a decorative power agency at first sight. It is not entitled to introduce its own draft laws, which makes it different from the parliament of any separate state. However, deputies of the European Parliament have a right to reject the draft laws from the European Commission.

The European Parliament is entitled to approve the budget and the staff of the European Commission. The parliament approves the agreements, which the EU administration intends to sign with other countries. This is probably the most important function of the power agency. The parliament will have to ratify the new framework agreement between Russia and the European Union. The talks about the new agreement have been extremely complicated.

It is not going to be easy for the European Commission to coordinate the details of the new agreement with the parliament: the latter intended to ‘punish’ Russia for the military conflict with Georgia in the summer of 2008. Furthermore, many deputies of the parliament wanted to call Russia into account in the winter of 2008 for the gas crisis with Ukraine, which affected Russia’s European customers.

The development of Russia’s relations with the deputies of the European Parliament and the members of the European Commission will much depend on the person, who will chair the European Commission and several of its key departments.

On December 10, 1948 the Universal Declaration of Human Rights was adopted by the United Nations General Assembly, its thirty articles enshrining basic and fundamental rights guaranteeing dignity of the human person and equality for all, regardless of race, color, creed or gender. A pipe dream?
