Chairman of the Chechen government Stanislav Ilyasov has announced that federal forces have the situation in the republic completely under control. During a Moscow press conference, he stressed that this allowed normal life to be energetically restored in Chechnya. According to the Chechen premier, restrictions on the banking system will be lifted next year, while a new telephone exchange with 2,000 numbers will also be put into operation and a ban on mobile phones will be rescinded.
