The presidents of Russia, Ukraine, Belarus and Kazakhstan have agreed to establish a single economic zone. The decision was taken during talks held in Moscow over the weekend. According to the Echo of Moscow radio station, an agreement on the single economic zone will be drawn up by September 2003. The document is expected to express the desire of all the participants to 'have a coordinated economic policy on several fronts, to harmonies the relevant legislation, and to create a single, independent, regulatory commission on trade and tariffs.' To this aim, Russia, Ukraine, Belarus and Kazakhstan 'are setting up a high-level joint group and giving it a mandate.'
