A concept of development of information society in Russia will be submitted to the Council for High Technologies under the Russian President before the year's end, Russian Communications Minister Leonid Reiman said at an extended session of the board and guardian council of the Center for development of information society.
"We have prepared a deep, interesting document now, and soon we will present it to the public, and before the year's end, we will submit it to the Council for High Technologies under the Russian President," Reiman said.
He said that for Russia, creation of information society is a chance to make a breakthrough in development thanks to high technologies, and not thanks to raw materials resources.
"Now information technologies are becoming a factor of economic, cultural development of society, especially for Russia with its vast space," he said.
In Reiman's words, "information technologies may enable all citizens to be involved in the country's life."
Reiman said the concept is supplemented by a detailed plan of building an information space in Russia. One of the key aspects of this plan is creation of "an electronic government."
The minister said there are some difficulties. In particular, the necessary component part of the "electronic government" is that all bodies of state power should have a relevant infrastructure. Systems of different power bodies need to be linked.
Reiman added that the plan is being worked on.
