According to the draft project, two dams of the power plant will be constructed on the Syrdarya above the Toktogul hydroelectric plant in Kyrgyzstan.

The Toktogul hydroelectric plant will be used by Uzbek and southern Kazakhstan's agricultural companies as a reservoir for efficient use of water from the Syrdarya during spring and summer.
