Carl Levin, the Chairman of the Armed Services Committee of the US Senate, intends to bring in a bill to the US Congress in early 2002 to ban funding of the national missile system tests that violate the Russia-US Anti-Ballistic Missile Treaty. According to the senator, the ban must be valid until the Congress takes a vote on the issue. In Levin's opinion, the United States' one-sided withdrawal from the ABM Treaty will trigger a chain reaction by forcing the sides to create more and more technologies, both offensive and defensive, including anti-missile countermeasures. This "arms race won't make us more protected," stressed the senator.
